Fashion and 4-H. Peggy Soper. The 4-H Fair has been an important initiative in Carroll County for 125 years, showcasing the talents and industriousness of young people involved in a wide range of projects. One of these is clothing construction. Students learn and build skills, starting with beginning sewing projects and advancing to costume design. Lead Line Projects require that students show the sheep they have raised, while wearing the clothing they made from its wool. 4-H volunteer Peggy Soper will share the history and highlights of clothing construction projects in Carroll County.
