The cornerstone of the Courthouse for the newly-formed Carroll County was laid in 1838, by Andrew Shriver. The building opened at the end of that year and has been in use as a courthouse ever since. Honorable Brian L. DeLeonardo, judge of the Circuit Court for Carroll County, has done extensive research on the building—described as “one of the most beautiful courtrooms in America” —and will share its interesting history.
